Does a US FCC licence cover the radio operator requirement for an Air Transport Pilot in the UK?

No. You will need a UK licence, basically a written test (the ATPL VFR comms paper covers it, I think) and an oral test. Check out your nearest examiner, they are few and far betwixt. If you live near Bournemouth get in touch, as it would be my CGI.
