I don't know yet, I guess in the next few months.
I called the FAA to know more about that since I teach in C152s 1978 every day. They told me that it is only precautionary and no tail failures have been reported yet ... but they had cracks reported ...

Storm in a tea cup !
The FAA mandates an inspection on the C152 tail assy at 100 hours.
I would guess that this inspection AD 80-11-04 has been responsable for these cracks being found and that the new AD is just to tighten up on inspections in the light of experience.
This is the way that the airworthiness system works and no reason for panic.
