Harder to get ATPL in the UK in the future ?

Heard the other day from a friend that the UK CAA's practice of issueing JAR ATPL's without a PIC skill test, is under pressure.

Several of the other member states are seemingly annoyed by the interpretation that a PC (i.e. FO PC) can substitute the specific requirement for a PIC skill test as written in the JAR FCL 1 .

Any one else heard anything ?
