SEP over Birmingham

I've just been watching an SEP orbiting over the Queen Elizabeth Hospital in Birmingham. Looks like a C152 or similar. About 2000' at a guess. It's been orbiting overhead for about 15 minutes now. Can't help wondering what on earth is going on.

Recognition!! It's probably a 172 and the local media use it for Aerial shots.
