Even Noddy callsigns are not available to non-AOC holders. In fact the AIC even goes so far as to say:

"A Telephony Designator will not under any circumstances be issued to an individual for personal use"

I am guessing that "Steve" got his some time ago, or was circumspect about the use to which the callsign was going to be put.
