Exclamation CAA rejects AAIB safety recommendations

Although the AAIB recommendations were made following an investigation into a helicopter crash, the issues raised in this thread apply equally to all aircraft, not just helicopters.

Should the CAA reject safety recommendations made by the AAIB?
Is it a coincidence that the vast majority of the recommendations refer to weaknesses in CAA procedures?
