Question PA-44 Scupper Drains

I've just started my IR on the Piper Seminole (PA-44). One of the check list items in the checks for the wings is "Scupper Drain".

Nobody seems to know what and where this is and what needs to be checked. Can anyone out there help?

Looked up my OLD PA44 notes and the Fuel System Schematic shows a Scupper drain coming out of each fuel cell as does a fuel vent, however it does not say what it's for.

They're a hole just inside the fuel filler cap cover.

The filler is recessed and the scupper drains drain water that may get into the recess before it runs into the fuel tank when you take the fuel cap off.
