FAA Bienneial Flight review(helo)

Firstly, does anyone know whether an FAA CFI can do this or does it have to be an examiner?

Either way, does anyone know someone who can do this for me, in an r22(guess I need the sfar 73 also), preferably in the South West somewhere.
