I'm guessing it's a ram-jet hence there will be no blades to shed.

This particular aviation enthusiast from Japan evidently had a burning need to replicate a fictional aircraft from a Studio Ghibli anime move called "Nausicaä of the Valley of the Wind" (1984). ​​​​​Google around a bit and you can easily find images of this jet powered glider. In the movie, it had mostly weight shift flight controls that turned out to be far less effective than the movie implied, leading to a lot of modifications on the "real" one to make it safely controllable. It was named Mehve in the movie.

Afraid not, a ram jet needs to be accelerated to high speed before it becomes functional.

Although ramjets have been run as slow as 100 mph, below about Mach 0.5 (380 mph) they give little thrust and are highly inefficient due to their low pressure ratios.
