I suspect you will probably not be able to study for it in the UK
Have you tried calling some one like Atlantic Flight Training Accademy at Cork? They seem to know their stuff and might have an idea of how this is, or is not progressing and they have a good reputation for their training as well.

The BIR Opinion, together with the associated CRD, is due to be released by EASA in February 2019. It then has to make its way to the European Parliament, which will mean that it is unlikely to come into law before the Autumn of 2019.
Currently the draft Opinion does not allow for BIR training at a DTO, although that was the recommendation of the BIR Task Force. Hence Europe Air Sports, European Powered Flying Union, IAOPA (Europe) and PPL/IR Europe have written a 4-party letter to the head of EASA, asking for the inclusion of BIR training to be within the scope of a DTO.
