do I need GAR for transit?

hi all!

Does anyone know do I need to fill in a GAR if I'm flying from Ireland to France and only stopping in Exeter (or other designated airport) for fuel/potty break - as in with no intention to go landside?

Would the channel islands be in range and a better choice. Cheaper fuel, GAR may not be needed ? just a thought.
