Why do you ask?
Are you someone with a seven seat aircraft, only a PPL and a scant knowledge of airlaw?
Or perhaps you know someone who has done this and are just wondering if they are allowed?

Is your question really, can a PPL fly an aeroplane for free with some other people on board?
I kind of thought that's what a PPL was for.

Can a PPL pilot offer himself to fly 6 people on his own airplane for free? Is this allowed under a PPL?

But if a PPL carries some passengers and they pay for fuel, (s)he has to pay at least an equal share.
