Question Regs on Flying to Cherbourg this week?

I have read the NOTAMs and the AIPSUPs
I read that we could approach Cherbourg via ORTAC DCT thus avoiding the ZRT.
Just now I have got a message from Cherbourg that I will have to leave by 1000Z tomorrow 2014 06 03.
What is the truth can anyone throw light on using Cherbourg this week if you do not have prior approval by the French to penetrate the ZRT?

Cherbourg

Cherbourg LFRC is not within the ZRT as far as I can see!
