The "vote" was last October. It now has to work its way through the mill of translation, scrutiny by the EP and publication in the OJEU. "Real soon now", I hope.
For the EIR, the training course (both TK and flying) at an ATO needs to be added as an amendment to its approval, so it's not as straightforward as rolling up and asking to do an EIR. The EIR TK questions also need to be made available before you can do the exams, which might take a few months.
