The closest would probably be EDFE - Egelsbach - with a 1166m length hard runway, fees can be viewed here. Any further questions, feel free to ask.

Transponder is required

A transponder is required.

Generally though, I won't do a cross-country flight today without a transponder; especially not in winter when weather Minima might require that you fly though a controlled zone.

EDFZ (1000m), EDFC (653m), EDFB (1230m).

All have hard runways.

Landing fee almost twice cheaper than at Egelsbach (EDFE), at least for C152

Friendly staff, speaking English.

Aschaffenburg (EDFC) is definitely run by nice people (or they were a couple of years back)

Don't know how active they are in winter though

What would be the best bet for an airport with an IAP?

Thanks!

If you're looking for an airfield with an Instrument Approach, you can find a list of them here. A quick look seems to indicate that Mannheim is probably the closest.....
