GAR Form

Apart from removing Designated Airfield status, the latest Border Force directive appears to change the departure requirements.
Para 3(2)b now omits EU Destinations.
As read it means 24 hr. notice now required for all EU departures, whereas none required previously. £1000 fine for getting it wrong!
Perversely CI only needs 12 hrs notice despite SB requirement.

Just spoken to the local Border Force office for clarification. The person i spoke to had no knowledge even of the new Directive on Designated airports, let alone any changed GAR requirements!

Not so -- see para 1. For departures, the whole Directions apply only if the eventual destination is outside the EU (or IoM).
