UK registration entitlement

Can anyone tell me if a Swiss national is entitled to register an aircraft on the "G" register?

Article 5 of the UK Air Navigation Order gives the answer. Which is:

No (Switzerland is not a full member of the EEA), unless the person resides in the UK or has a place of business in the UK and then only for private purposes.

There are quite a few G reg aircraft registered to Swiss addresses. Obviously can't comment on the nationality of the registered owners.
