Sydney/Aus Pilots Northbound OCTA advice

Hi there. Just after some friendly advice from anybody flying in or out of Sydney Bankstown Australia.

Thinking about planning a flight from Bankstown to Caloundra Queensland and just wondering how to get around Williamtown restricted areas?

Was thinking I'd try to fly it OCTA but happy to lodge a plan if it means a more direct route through CTA.

Can I fly to Cessnock and ask ATC for clearance to fly through R583B? Or do I have do lodge a plan for that?
