Mode S in STN Zone - or not?
Anyone knows what this means and why it's been published?
I think they are saying you do not need mode S in the Stansted TMZ so long as you have mode A/C.

Secondary Surveillance Radar Transponders
1) The Civil Aviation Authority, in exercise of its powers under article 242 of the Air
Navigation Order 2009 ("the Order") exempts any aircraft from the requirements of
article 39(2) and Schedule 5, of the Order to be equipped with Mode S Elementary
Surveillance Secondary Surveillance Radar equipment which includes a pressure
altitude reporting transponder specified in Schedule 5, paragraph 4 Scale E2.
2) This exemption shall only apply to an aircraft which is:
a) equipped with a Mode A/C transponder which is operated in accordance with
published UK procedures or such instructions as may be given to the aircraft by the
appropriate air traffic control unit; and
b) flying within the notified boundaries of the Stansted TMZ.
3) This exemption shall remain in force from the date hereof until 13 September 2012
unless previously revoked.

Exactly as you say.
However, they only issued this as the previous one ran out, and the LAA amongst others were concerned at the foot dragging. There is a line of thought this is to be compatible with the R112 stuff, and post Sept 12 it will not be renewed i.e. you might need Mode S after that...
