Help with a NOTAM

Can anyone give me some help understanding what this means (and what one should do with regard to it). This seems to be coded as a TRA effecting an area from the surface to space for 1000km radius. However, the words seem to imply a temporary administrative reorganisation.

Bum coding on the part of the originator

Your quite right QRTXX indicates Tempo Restricted Area and you should read the text for details.

For the unitiated the decode is on the UK AIS Website.

Of course a note to ais.supervisor(at)nats.co.uk will get it sorted. (In double quick time too today as they are being audited by their regulator)

Now who was it who said the French did NOTAM much better than we do?

Thanks Mike

---------------------------
The reason for the question is my NOTAM software normally filters out these reorganisations and flags as 'important to look at' TRAs (amongst other things). As such, this came out as a TRA - rather than something more appropriate (assuming my interpretation of an administrative shuffle is correct).

An admin shuffle is what I read it as as well. Duties of some units being covered by others during certain times.

Probably should have been on of the QSXXX codes
