I hope I haven't missed something subtle in your question, because the answer is that Part 61 and 141 are totally different.
61 covers Pilot Certification requirements and 141 covers the certification of Flight Schools.
Did I miss something?

Perhaps andyt's question is prompted by schools who offer both "part 61" and "part 141" courses?
In this case a part 141 course follows a prescribed syllabus with much more documentation. The minimum hours are lower, but it still takes 50+ for most students.
