MEP Question
Morning
I understand the requirements are 70 Hours PIC for the MEP rating, however is this requirement for licence issue or is it before i can start the actual training??

The actual MEP training is 6 hours (minimum) all-dual, so if you're not already very close to the 70 hours PIC when you start the course it might be good to wait a bit until you are.
An applicant for a class rating for a single-pilot MEP
(Land) aeroplane rating must produce evidence of having
completed a minimum of 70 hours as pilot-in-command
of aeroplanes.

The Skill Test must be taken within 6 months of completing the training; you do not need 70 hours PIC to take the test but; as the Skill Test it is only valid for 6 months for rating issue, if you don't get 70 hours PIC in that time it would become invalid.
