That's why, historically, most private IR pilots of recent years have gone down the N-reg/FAA PPL/IR route. Unfortunately this means an N-reg plane, which means either ownership or a syndicate (not many about for rent, outside the very pricey "zero equity" "buy a block of hours" Cirrus operations) and again this puts the pilot profile rather outside the average IMCR holder.
The full IR (of whatever flavour) tends to lie outside the typical IMCR pilot profile - which is why the IMCR should be preserved.

I agree. A PPL/IR is desirable but the onerous theory exams make it unrealistic for most IMCr private pilots who likely have full time jobs and families.
Please also note that there is no plans for a PPL/IR - an IR is an IR whether it is added to a CPL license or a PPL license. What is being looked at is to ensure that is how it is dealt with and any aspects of the theory side that deal are related to CPL or ATPL or type ratings are put there as opposed to the IR.
