FAA 61.75 Licence

I have a friend who has just been issued an FAA PPL 61.75 'piggy backed' on the basis of his valid CAA ALTP. He has not done a BFR.
Have looked in the AIM can't find answer to the following. Does he need an FAA BFR before licence is valid, or is it valid on issue and BFR not required for two years?

Yep been there done that , he needs a sign off from a a CFI
