Could anyone clarify factually whether an ELT is required for crossing the FIR boundaries of Holland, Belgium, France & Germany?. Does the ELT need to be fixed to the aircraft? Will a PLB suffice?.
What are the facts? Can anyone clarify?

I think that, with the exception of Holland, a PLB is sufficient for those european countires that require some sort of ELT. Holland requires a fixed ELT. A quick search will reveal a number of recent threads on the subject.

Depends on the airspace, flight rules, country, area of country.
Like Mode S, with countless rules and exemptions which nobody can keep track of this is going to be a battle not worth fighting for anybody who goes places.
A Kannad 121.5?406 AF Compact is not expensive.
