For PPL there is no specific ground school attendance required, all is self study.
You will always benefit from an instructors input but it will cost you.
The exams as far as I am aware must be sat in a supervised environment so that would mean the flying school.

For the UK, nick14 has it. No ground school required. Just sit the exams at the flight school.
However, you are "thinking about" doing them in the UK? Does this mean you have a choice? Note that until you have your PPL in hand you cannot transfer anything from one country to another. So your UK ground exam passes will be worthless outside the UK.
