CAA Regulatory Changes

Could one of you learned bods advise me what process is required by the CAA for the implementation of regulatory and/or administrative changes that affect members of the public, i.e. us!!

I am led to believe that it involves the publishing of costs, a Regulatory Impact Assessment and a consultation process. Is this correct?

Does anyone know where this is laid down - the CAA search engine has led me nowhere.

With the CAA charges that affect me (GA), the charges are promulgated in winter and subject to consultation, are normally effective from 1st April.

Anything else normally has a RIA (Regulatory Impact Assesment) and public consultation.
