EASA Part 66 Engineers

Does anyone know of such an engineer based in France (ideally within the Loire region) who could sign off an 'annual' (yet to be undertaken) by a french JAA 145 firm of engineers. Aircraft; PA24-180 on private cat. Apparently, the CAA have said that the JAR 145 firm will not be acceptable unless a Part 66 engineer signs off the work.
