The CAA speaks for the UK only, which is probably OK for most of the "difficult or impossible to fit" types, e.g. gliders, but is not useful for anybody wishing to fly abroad.

At least they have realised there is no point attempting to bring in a law which is opposed by half the populace and which is, in practice, unenforceable anyway.
The much bigger threat to GA comes from the fuel duty increases in 2008, combined with mandatory alcohol in mogas, rendering it unfit for aircraft use. We won't be able to afford to fly. I think we're screwed, folks.

Impact of fuel duty
Guess it'll make gliding an even better proposition for those who want to fly but can't afford the fuel. Fortunately the energy provided by the Sun is (currently!) free.
