UK CAA response to Mode S consultation
This was published on 22nd December and is available on their site here.
It comes in two documents: A Summary of Responses (of which there were in excess of 3,000 of which 80% were from the gliding community), and the CAA's subsequent Response to Consultees.
There is much to be taken from these two documents, and I've only speed read them so far. To me there is a marked difference in tone between the two of them.
One item from the latter is that it appears there will be a second round of consultation; the timescale is not discussed. Further, there are no indications of a potential change - although that would appear inevitable - to the 2008 implementation date. Assuming the latter happens, of course.
Another point to note is that the CAA are still claiming that "Based on further recent feedback, the CAA still considers that a unit cost of less than £1,000 for an LPST is not unrealistic". Note that this specifically for an LPST (Low Power SSR Transponder): In the Responses document there are a number of broken down examples of panel installations costing £7,000-£8,000 approximately half of which is made up of fees, airworthiness and installation costs.

Interesting read.
On the Pilot News they made the points that out of the responses received 90% were strongly opposed, 6% opposed and only 1% in favour.
Given the depth of criticism in the response document it is hard to see how they can justify proceeding, but it has never stopped them in the past.
I have a feeling that they will have to put back implementation date, set up some exemptions for the very light end, and for the gliding movement.
But more likely is that they will probably have to look at the EU-wide implementation and coordinate with that.
The battle isn't won yet, and we have to keep on monitoring them. I have to express my admiration for the BGA. 80% of the responses came from the gliding movement. Why is it that the other sectors are less interested in what is going on?

Well done guys to all those who responded, and I'm sure that Pprune - Private Flying Department had a lot to do with it.
Whether of course the CAA will actually give a sh! remains to be seen, but their language does seem to have become marginally more conciliatory - some of the responses make fun reading!
