You can buy one-off updates from Jepp or from other places e.g. here (look under Navigation Software).
One doesn't need the 28-day updates for VFR nav software. Let's face it, the CAA is happy with charts up to 1 year old.

I download mine using the program, you contact Jepp and they give you a customer number adn a subscription and you get quarterly downloads for VFR and monthly for IFR.
