NPPL in Spain

I want to fly in the UK (including Channel Islands) and also in Spain when I am there on regular extended trips.

I have heard you can get permission to fly in France on NPPL. Does anyone know if permission can be obtained in Spain?

This will be the main factor in deciding whether I go for JAR or NPPL
