What exactly can I fly
If I had an FAA CPL-MEIR, then would I be allowed to fly a G-registered twin in the UK in IMC conditions (not for commercial use). If the aircraft was N-registered, could I fly in IMC and could I fly it commercially?

Assuming no other licences held...
G reg in IMC only outside controlled airspace
N reg in IMC wherever you like subject to the usual rules relating to ATC clearances, flight planning etc...
Commercial flying limited by the constraints associated with an FAA CPL, by the type of organisation for whom you would be flying, and by the type being flown.
