Certificate of Free Circulation

Has anyone ever been asked to provide a certificate of free circulation (I think it shows that VAT was paid) when flying abroad? Or is a copy of the VAT invoice usually sufficient?

If so, how do I get one of these certificates? I phoned the Customs and Excise helpdesk but they hadn't heard of it.
