The article says " The dog bit a passenger who had tried to calm it and then broke out of its cage, officials said ".
So did the passenger tried to put his hand inside the cage / carrier and try to calm it or pet it, before it broke out

I've seen a french lady take one of those distressed mini pug things in a small walk on carrier, can't think for a moment it went in the overhead though......................
