TAP Air Portugal wildcat strike Sep 24

While at the boarding gate for the 18:35 to Heathrow, they announced the flight (and several other) were cancelled. It turns out that the pilots and/or CC decided to strike at short notice.

As you can imagine, chaos ensued while people (a) shouted at the poor ground staff at the gate,(b) harrassed the passport guy who was thoroughly checking everyone as they came back through, and then (c) almost had a riot when they realised 3 ticketing staff were trying to dal with several hundred angry pax.

No solid information was easily available, and I came away rather than wait for a couple of hours, and used my corporate travel agent to re-book me and sort out a hotel quickly.

Rumours are it is 12, or 24, 48 hour strike....

Does this count as "exceptional circumstances" for cancellation EU refunds?
