Ilhéus Airport - new regulations?

I am a resident of the city of Ilhéus, in the federal state of Bahia, in the northeastern region of Brasil, about 20 minutes' flight south of Salvador.
I've heard rumors that the ANAC has anounced that landing on this airport no longer is supposed to be allowed by instrumental approach, only by visual approach. As a region with a university and the local economy depending mostly on tourism, albeit with lots of rain, especially during nighttime, this means cutting off the vital nerve of the region.
One motive for these new regulations apparently was because of the many skyscrapers (there aren't any) or the towers for telecommunication (which indeed exist, but is far away from the flightpath).
Applying these criteria on other Brazilian airports, these
also should have to close down, for example Congonhas.
This makes me wonder and reminds me that we are in the middle of political campaigns for elections, to be in october.
Are there any other SLF, or maybe professionals of the area, who can give more details as to the real reasons for this decision?

I remember landing at Ilheus airport a year ago (as a SLF). The runway has the ocean at one end and a river mouth at the other. Not an easy situation...
