Gas cartridges

Ifly with my bike occasionally, and the security at Luton are very fusy about the CO2 cartridges we use to re-inflate the tyres. They are like the old sparklets cylinders containins 16g of CO2 (enough for 1 MTB tyre or 2 road tyres). Except during the extreme conditions inside the Calder Hall reactor in the 1950s, CO2 is not flammable.

My wife flies with hugh canisters of hair spray, which has a highly inflamable propellent, and this is allowed.

Can anyone explain why?
