Safety Briefings

I was told by my flight test examiner that it is a federal law that safety briefings are done every 4 hours. Is that true? I've never heard it more than once (it's always at the start) and I never sleep on the flights.

Another thing, "A notebook or laptop computer (no more than 4kg or 9lbs in weight, including case and accessories)" according to Cathay Pacific Airways' website, they also tell you to carry important documents or expensive property on yourself, so if I had a laptop that was over 4kg, it wouldn't be allowed on would it? Or would they not weigh these things to begin with.
It's already a drag that from reading a lot of other threads, that there have been problems bringing a headset onboard and I already can't carry my flight bag onboard either since it's a little too tall. I don't want to throw all my gears into my checked baggage or else it'll all break. I don't think my flight bag inside my checked-in luggage would do too well.
