Baggage problems at LHR?

My wife and a colleague just travelled from the West Coast (SFO and Seattle) to Europe with BA, business class, changing at LHR. Out of 4 opportunities to lose bags, they managed 3. (My wife got her bag on the outward trip). They were not short connections (2+ hours).

Despite its reputation LHR isn't usually THAT bad. Is there something special going on or is it just part of a general deterioration? From a pax pov, LHR is pretty dire at the moment - an hour or mroe to get through the dreaded flight connections centre, the daft one-bag rule... will certainly deter people from flying with if they can transit a less actively unfriendly airport.
