Free flights on Ryanair, yes completely free
Interesting development.

Be careful
By offereing a few free flights on off peak flights they get a good idea of which flights will be hard to fill. They are in effect profileing the demand using millions of real people. This allows them to extract the maximum price for the later bookings or drop the flights that even free tickets do not fill quickly. You may find that they give you a full refund when the cut the flight for operational reasions.

Don't they already know which flights will be in less demand? Those are the ones with the free flights, or the ones which have tickets for 1p. Lots of markets never start that cheap. These airline computers are very sophisticated, they probably know more about our travelling habits than we do.
MOL has always said that eventually the airport/region will pay for the passengers to fly there. Isn't this just a bit like that? Now you know why you pay £10 a day to park a car on a useless piece of land, and £3 for a cup of coffee that costs £1.50 elsewhere. Airports have to make their money somewhere, if MOL has is way it will not be from charging the airlines to operate there.
Most interesting thing about this is he is paying your government tax, I doubt that is negotiable down even by MOL. Guess it's worth the publicity.
