Bet you any money they are model aircraft, by the looks of it, probably rigged with lights and a stabilizing gyro, the can hover on their prop too to account for the stationary periods, all pretty quietly with an electric motor, the duration was said to be about 20mins thats about the endurance of most electric R/C models. There was someone saying there was a buzzing sound like a motor who was close to them. I live right near a model aircraft field (around 1km) and they are maneouvering just like model aircraft look, however at night. I have seen some kids rig up literally hundreds of LED's on some the look pretty impressive!

Two blokes with RC's in the Barwon common/valley. Went and sussed it out a few weeks ago. Damn good place to fly the things if you are ontop of the hill near West Fyans St, have a entire view of the valley.

I recall that story. Quentin Fogarty use to be with channel 9 Melbourne but may have served with another network at that time. They were up in a hercules. When that footage was examined one frame contained a very squiggly pattern that suggested it was impossible for camera shake to create an image for such a short duration, if my memory serves me correctly. the original post by PALL does not require any further investigation as rumor has it this is the same person who tried to land a C172 inverted some years ago at YBRS and fell short of the runway destroyed the aircraft with pilot and passenger escaping with minor injuries. And the real funny part of the Kaikouria incident was when they asked the RNZAF if they could SCRAMBLE and A4 from Ohakea to intercept the "objects" only to be told that it would take 2 hours from the notification to gear up. God help us if we were ever attacked, especially on a Wednesday afternoon (sports day).
