Q For atc -ML tma
 
Arbey to Paula. What's the go? 1 or 2 regular voices are happy to issue it but most other guys are VERY reluctant, even if there's no one in front. Is there some sequencing issue??

Check STAR arrivals into MEL from the North for a clue.

Dont know that traffic in front is the issue. Maybe traffic off 34 and turning right might be more the issue? Dunno.

My best guess is:

Overlay the Dosel 7 runway 27 & 34 SID over the Arbey 7 Arrival.

The Arbey direct Paula cancels your requirement to be at/below 9000ft by Bunky (D20ML)

Traffic departing 27 on these SID's would normally overfly aircraft inbound on the Arbey7. The facilitated track shortening may restrict the departing aircrafts climb or your descent.

Alternatively departures 34 usually level off & pass under aircraft inbound on the Arbey arrival. The track shortening Arbey to Paula would cause the departing aircraft to be held lower for longer.

MC got it in one. SIDs & STARs are integrated to ensure separation so cancelling STARs is actively discouraged. If there are no pending departures you might get lucky, particularly if there's some advantage to the sequence.
