Unusual Flight Numbers

I have been contacting authorities in NZ about some very unusual flight data in Dunedin. There was literally a plane pinging a cell phone tower every 10 or 15 mins, highly unusual compared to the maybe 4 or 5 that would occur daily.

I am well aware that the authorities can use dirt box surveillance devices in small aeroplanes to trick cell phones into thinking that they are communicating with the tower, when in fact all information goes through the dirt box, or stingray device.

I have 3 months of data for the period in July August and September and can share with anyone if they may be able to help, or she'd any light on this huge increase in flight numbers.

Please let me know if you can help, and if you are able to help with some of the technical jargon that I do not understand.
