The good news is that little if anything will change in the real world, because:

- there was no effective education campaign

- there is no practical enforcement mechanism, and

- it's obviously some desk jockey's solution to a non-existent problem.

(mostly: It's always been at or above 5,000'.)

In fairness this change does align with ICAO Annex 2 (para 4.7).

Then, hopefully, the hundreds of pages of differences from ICAO Australia has notified will soon disappear out of ‘fairness’?

But at least we’re closing in on the location of the desk jockey responsible.

I've no idea who's responsible, and am not defending the change (I prefer 5,000ft). Just pointing out the origin of the requirement.

That said I just looked up the latest VFG guide which is part of my EFB package and on page 229 shows the new levels.
Quick update... in the latest PDF version of the VFRG (7.1) this is now on page 217. Obviously, if you are updating a paper copy, disregard.
