Overseas Australian Flight Examiner or CASA Delegate

Good day All

Would anyone know of any Australian Flight Examiner or CASA Delegate who is based overseas (EU, USA or Asia)? Being no resident, I am unable to go to Australia for an IPC due to closed borders.
I need to satisfy this criteria from the Form 61-4P;An Australian Flight Examiner or CASA Delegate must notify intent to conduct an instrument proficiency check partially conducted by a foreign authorised person using CASA’s Flight Test Management system (FTM)

Try contacting one of the larger CASA approved 141/142 organisations. They could arrange the Flight test number, and might be able to do the ground component via FaceTime, Zoom etc. And then you can do the flight component in the sim overseas

Nobody will do the ground portion remotely. I have already tried. Apparently I may have the answers written on my hand or some other nonsense was the reason

Incorrect! I know several who have done it this way. I tried, had the ground portion ready to go however the simulator I was going to use was not CASA approved!

CASA would very much like to know who these people are as it's actually stated that the ground portion must be done in person.

CASA used to allow the theory component to be completed via Video Call, however this provision was removed from the Flight Examiner Handbook (Bible) some time ago.

With the Covid-19 issue, CASA are issuing exemptions to IPC, at the moment up to 3 months, but I dare say this will go on for many months.CASA EX57/20 Refers

Question

I have also been setting up my IPC with an EASA ATO who unfortunately allocated me an Austrian TRE. I pointed out CASA does not recognise Austria as an EASA member state approved to endorse the 61-4P form.
‘The ATO was shocked CASA recognise EASA from Germany , Spain Ireland ect. but not Austria?
Any reason ? Some extra fee or payment that does not reciprocate?
