Drones being used for Runway PAPI light calibration in PNG

NOTAM today indicates drone being used for testing and calibration of PAPI at Gurney today. A drone was used at Momote early July for same purpose.

Does the drone operator require an AOC or permit from CASA PNG to operate a commercial drone?

I was sent a link recently where some company sold the idea to another PNG airport operator as a cost cutting alternative to conducting a flight test by an approved pilot in an aircraft. Needless to say, it would not be a cheap exercise up there getting a pilot and aircraft for the job.
I'm no expert on drones but would be interested to see if all the tests required by the CASA AC can be replicated to achieve the same results.

Heard via grapevine that Global Airspace Solutions at Albury were providing an aircraft for the testing of the Gurney PAPI. Perhaps they are operating the drone? Speculation/guesswork only
