The most ridiculous and incompetent CASA CTAF proposal ever
I was/is your mob that has pushed "mandatory" radio calls for for years, with no discretion for the PIC to make a judgement call as to what is required on a particular day.
Always "justified" by a religious like mantra that "weekend warriors" and "bug smashers" will avoid using the radio to avoid aeronautical charges, short of non-use being a strict liability criminal offence.
And, if you recall the surveys done, despite the survey results that clearly showed it was (self confessed) "professional" pilots who were most likely to avoid charges by avoiding radio alerted see and avoid, and that "finger trouble" by Regionals was also a significant contributor ---- dig up the record, and confront yourself with the facts.
Given that many of the FOIs, and instructors in my area, are members of the same union, how about you sheet home responsibility where it belongs.

Then in the 2000s, somebody said "make 7 calls before landing, in the circuit!" or something similar.
Then in the 2010s, somebody else said "all these calls are madness, clogging up the airwaves!". So CASA said right, let's go "back to the future" and all make a couple of "recommended" calls to establish there is someone else there.
If you are so hung-up about mandatory this and that, that's fine, just put in a tower. I see no reason why I and my pax should be at the whim of the LCDs in the system just because somebody objects to doing the right thing on the radio or thinking they know it all and I don't need to know about them.

Bloggsie, I don't recall that group getting involved at that level, tho' they may have. I recall that the talkfest started around the same time, but not directly related to those higher up the 'tree' that were tasked with setting the big picture. There was a time when talking was seen as 'protection' against a MAC especially in the circuit when in fact it did nothing or very little to improve circuit safety. It has now been recognised that only certain key calls are needed on the CTAF/MULTICOM which can be used to facilitate appropriate separation. This is all the more important when using 126.7 as other locations may be in range and share the conversation/s. The menu of calls should be recommended depending on circumstances and not specific or mandatory. The task now is to spread that word - we don't need to know what the other pilot had for breakfast!!
The entire idea of circuit call diahorrea was lifted from the US as part of NAS. I even asked the " expert" from the US exactly that. He was emphatic, in the US every pilot makes those calls at non controlled fields...MADNESS!
