Flight time Augmented Crew

Hi,

Can someone enlighten me to CASA's theory/rule on the below regarding the second sector must be more than 9 hrs block.
this is in relation to a CAO 48 Exemption.

2.3.4 Where a (continuous) flight duty period is scheduled to exceed 14 hours:

(a) not more than two sectors shall be rostered:

(b) the last sector (if more than one) block time shall be at least nine hours.

It's to ensure all of the flight crew have ample time for crew rest in reasonable proximity to the last landing.
