Australia learned a lot from the ‘efficiency’ of the British bureaucracy.
A study of the original government of Hong Kong is a very instructive insight into what happens when ‘crazy’ people with independent views decide not to impose ‘wisdom by British government’. Had the poms known what their unsupervised bureaucrats were up to, Hong Kong could have been regulated into an economic backwater.

Just a follow up.
I asked Garmin about whether their handheld aviation Aera 660 could receive SBAS corrections if safety of life message was set to ‘0’.
Their reply:
“The Australian testing is using an SBAS satellite number that was retired in 2007, so our GPS receivers are not attempting to use that SBAS satellite.
If it was permanent, we would most certainly add support for this satellite, but that number is only temporarily reserved from May 1, 2017 through January 31, 2019.”
